yes
it is a item that you obtain in pokemon soul silver that you use to catch lugia the legendary bird in the whirl islands.
The easiest legendary to get is Palkia, just use masterball if you have to.
The legendary forest Pokemon would most likely be Celebi. As well as being the time-travelling Pokemon, Celebi is also a protector of the forest - most notably Ilex Forest (in Pokemon Gold, Silver and Crystal). No other legendary Pokemon is linked to any forest in such a way, so Celebi would have to be it.
I don't think. I think if you use a repel only legendary Pokemon will appear.....I pretty sure. you might have to look it up if my answer is not right.
use a ditto, ditto will breed with any Pokemon except legendary
Kindle Road is found on the Sevii Islands in Pokémon. Kindle Road is famous for its hot springs. In the game you can use them to heal.

leave the way you came, or use dig/escape ropes
Use HM cut on it.
You must get to the sevii islands, go to four island, you have to bring the ruby and saphire to Bills friend on one island. You can now travel to all the sevii islands. Go to four island, go to icefall cave and find the pike all containing it after a small maze. You can use it on the waterfall outside the cave and find Lorelli, after helpin her you can also battle the elite four again. Hope this helped :)
Definitely not. If the Pokemon is available, you can use it. Though, to a certain extent, the use of legendary Pokemon can be wrong. If you have an entire party of legendary Pokemon, then it is wrong, since legendary Pokemon are much stronger than any normal Pokemon you could find more than once in the wild or any starter Pokemon. Keeping only one or two legendary Pokemon keeps the game fair. Think of it this way - if you were to battle a friend, would it be an unfair battle because he/she doesn't have that legendary Pokemon? Exceptions to the use of legendary Pokemon include the in-game legendary Pokemon, such as Lugia and Ho-oh in Pokemon HeartGold and SoulSilver (along with their respective Hoenn legendary Pokemon). Since these legendary Pokemon come standard, there isn't a reason not to use them. Pokemon such as Deoxys shouldn't be used, since Deoxys is more than extremely powerful and poses an unfair match for any other Pokemon, including some legendary Pokemon. In short, it is wise to keep only one legendary Pokemon that isn't from an event in battling others, but for the purpose of defeating the game, go ahead and use the legendary Pokemon. If Nintendo didn't want you to have such a powerful Pokemon, they wouldn't have created it.
on any legendary(just that it should be a strong or rare legendary)
you can use your master ball
this requires you to have attended a special Nintendo event(s) or much more conveniently to use gameshark or action replay codes
Use a password or get to the boss and if the catapult is sparkling its a legendary
