Yes, as long as the Blue-Eyes Ultimate Dragon was properly summoned initially before it went to the graveyard. Dragon Master Knight does not have any interaction with summoning from graveyard, so is irrelevant in this situation.

∙ 11y agoLord of D's effect says that face-up Dragon-type monsters can't be targeted by spells, traps or monster effects. Being face-up is a property of monsters on the field. Since Monster Reborn only targets monsters in the graveyard, it will work on Dragon-type monsters even if Lord of D is on the field.
