It depends. When Elemental Hero Absolute Zero leaves the field, it triggers his destruction effect. Since it is a destruction effect, that same Stardust Dragon can activate, tributing itself to negate the effect. So basically, it's up to Stardust Dragon's controller whether he lets it get destroyed or not.

For example, if Zaborg the Thunder Monarch was summoned, and targeted a monster, then the opponent could use his Stardust Dragon to negate Zaborg's effect and destroy him.
