No generally speaking they don't - the size of the seed is more determined by the environment that the plant grows in (naturally) rather than a factor of size.

For example coconuts are fairly big, the the coconut palm is no where near the size of the biggest tree; likewise Begonia seed is minutely small and yet not the smallest plant in the world.
