They don't have much to do with any of the other races outside of the Shire if they can help it, so therefore, logically, they can't make enemies of them very well, now can they? Although they are good, and they do not like evil. Hate is a strong word, but I suppose you may use it in this context. Nevertheless, like I said before, hobbits do not have much to do with any of the other races if they can help it, nor with evil (The Shire is a very good place), and so it would be difficult for them to hate or to make enemies of either of those. Yes, I'd say they're very a peace-loving and carefree people, not ones to quickly begrudge or despise.
There was no known language for the Hobbits. According to Tolkien "There is no record of any language peculiar to Hobbits." They spoke the langauge of the menfolk they lived near, usually the Common Speech, e.g. Westron.
