you get togepi from mr. Pokemon then show it to prof elm and he will say for you to keep it. after a while it will hatch into topepi. Togepi evolves with friendship, so don't try difficult battles because if you lose, it will take longer to evolve ^_^ and then use the shiny stone that you can get at the bug catching contest later in the game. only in first place though :P

LaoYes, if you evolve the Togepi you get at the beginning of the game into a Togetic, and then buy a Shiny Stone from the PokeAthlon Dome and use it on it....you have a Togekiss.
