No you cannot catch groudon and kyogre before defeating the elite 4 because no one in the weather institute will tell you about there location,but yes you can catch rayquaza before defeating the elite 4. it can be found in the skypillar right to pacificlodge town

∙ 12y agono i got him before the 1st elite four , though it is hard to find and even harder to catch and if you go looking for any legionaries i suggest stocking up on pokeballls:):):):)
