no, i myself have done the national dex and all you have to do is SEE the Pokemon you don't have to catch them

No, you do not have to capture every Pokémon in order for the game to count it as a full National PokéDex however you do have to capture every Pokémon if you want to have an actual full National Dex.

It is not required of you to collect every Pokemon in the game to defeat all of the gym leaders and Red.

However, Professor Oak may give you something nice if you do.
