from my experience, you have to get the emulator enhancer. its on the site where you got the emulator, no need to purchase. after you follow the instructions on where to put the folder to or whatever, open up your emulator and you should be able to select it.

You need a gameshark and a code. if your using a rom, you need to just get the code and then use the cheats tab thingy and enter it in.
Depends if its on a system or emulator. On a system you need at gameshark or something of the type which is simple to use. You can use youtube for that. And as fot an emulator ther should have the option but almost none of them work so dont waste your time with it.

You will PROBABLY need a copy of a cheat device for the PS1, like a gameshark. I do not think pSX offers emulated cheat devices like emulators for cartridge based consoles. Just insert the gameshark into your CD drive and open it up and run it just like you would a gameshark for a real PS 1. Choose your game and choose your codes, choose to start the game then insert the actual game disc (or choose the game image)
