i think you need to talk to him to see where the drought is because if you dont it wont be there but you could try it would be a lot harder

after beating the elite 4, u can speak 2 the man at the weather institute on the top level and he will tell u that a certain route will either be really sunny or really rainy. if its sunny then groudon will be in a cave that appears somewhere on that route and its the same fo kyogre only it will be rainy on that route

Groudon is obtainable in Pokemon Emerald only after you beat the Elite Four. After you do so, go to the Weather Institute West of Fortree City, and go to the Second Floor. Speak to the scientist on the far left and he will tell you where Groudon is. You can do the same tactic for Kyogre.

This depends on which Pokemon you speak of. If you killed Groudon, one of the regis or Rayquasa, then you can't get them. If it was Latios or Latias that "fled" from a battle you can be sure you will run into them again sometime in the future.
