Ursaring doesn't learn Hyperbeam through level up. You have to teach him with TM15.

Rayquaza is probably stronger because of the moves it learns like outrage,extremespeed hyper beam and dragon pulse and i have got one on my Pokemon diamond team and it is great!
I do not actually know but hyperbeam is the all powerfull move but must makes your Pokemon recharge...Sorry if it does not make sense.
I think most of the final stage Pokemon and those that don't evolve can learn hyperbeam.

in the begining, the world was empty, and then came groudon and kyroge, kyroge made the oceans for water pokemon, and groudon made land for land pokemon. soon kyroge and groudon started fighting for more space and it eventually got out of control, then rayquaza came and stopped the fight with an extremely powerful hyperbeam attack, then kyroge and groudon fell into a deep sleep...........

You will need to use TM02- Fly to teach it. The only Pokemon that can learn Fly naturally are Salamence and Rayquaza.
