Not really. He isn't truly a Death Eater. He just wants to save his father and his family from being killed by Voldemort. He agrees to take on a mission for Voldemort to try and redeem his family. This mission is to kill Albus Dumbledore, but in the end, Draco can't do it. He may be a bad kid, but he's not a murderer.

I would say that Draco is good. Throughout the book you can tell he doesn't want to be doing anything for Voldemort but he was threatened into doing what Voldemort says.

Voldemort steals it from Dumbledore's grave, but it is rightfully Draco Malfoys, then Harry disarms Draco, so the wand is Harry's, but Voldemort still has it. Then when Harry defeats him, Harry takes the wand, but instead of keeping it, uses it to mend his Pheonix wand.

Yes. He was given an assignment by Lord Voldemort, and Voldemort stayed at Malfoy Manor, his home.
Voldemort ordered Draco to kill Albus Dumbledore. He knew Draco was very young and probably incapable of carrying through on the task. If Draco failed he would be shamed or possibly even killed himself. Voldemort did this as a punishment to Draco's father, Lucius Malfoy.

Ok, before Dumbledore (the owner of The Elder Wand) died Draco Malfoy disarmed him, Which makes Draco the Owner of the Wand, but he Doesn't Pick it up and Voldemort eventually gets It But Harry Disarms Draco making himself, owner of the Elder Wand. If you mean Draco Malfoy from the Harry Potter series, then it's because Harry and Draco had got into a duel in which Harry hit Draco with the Sectumsempra curse, which gives the victim deep, potentially fatal cuts, as if they've been slashed by a sword. Harry did not know exactly what the curse did when he cast it - he'd just seen it labelled as being 'for enemies', and he was shocked by the injuries he accidentally inflicted on Draco.
No after Voldemort died there was no dark lord. Draco becoming a dark lord tends to happen in roleplaying and fan fiction.
