Gale does kiss Katniss. But they don't tell you anything about it until the second book, Catching Fire. But Gale says, "He just wanted to do it one time. Just once."

Depends on what book you are talking about. But here are all 3 books & their relationship in them:The Hunger Games: Katniss and Gale are best friends. They go hunting together almost every day. Gale also promises Katniss that if she dies in the arena that he will take care of her family.Catching Fire: Katniss and Gale have a budding romance. (so to speak) :) Katniss tells us the story (through first person narrative) of her first kiss with Gale that happened after she returned from the games. Katniss kisses Gale a second time when he is unconscious after being whipped. Gale comes to for a few seconds after that.Mockingjay: Katniss and Gale are at different points in their relationship throughout the book. At first, Katniss is very proud of Gale when she finds out that he saved almost 900 people from District 12 after it was destroyed by the Capitol. Then, she gets pretty PO'ed at him for different reasons. He told Peeta that Katniss would choose to be with whoever she can't live without, which makes Katniss mad because she thinks that Gale thinks that to Katniss, love is a matter of survival. Gale loves Katniss. He admits that to her in Catching Fire when they kiss at the beginning of the book. He defintely wants to be more than friends, and so does Katniss at one point. SPOILER: She does end up choosing Peeta, because Gale become a bit of a jerk at the end of Mockingjay.
Katniss and Gale kiss three times. Twice in catching fire and once in mockingjay. Unlike her kisses with peeta katniss knows there were full of love. although she is not totally sure how she feels about the first one. Gale loves her, and she loves Gale but she knows the captiol expects her to be madly in love with Peeta.

Well hopefully yes. I'm not really sure but I think they will because Catching Fire shows Katniss and Peeta's relationship. You know at first , Katniss did it for the games but throughout the book, katniss realizes that she does love Peeta. So yes they will kiss. Let's just hope there will be more kissing scenes than the first one.

The first times Katniss kisses Peeta was to get popularity and survive during the games, and get gifts from Haymitch. Remember kissing equals a pot of broth. Later her kisses are impulsed by real love.

They don't "go out".... they don't go to the movies or anything because they are in a fight to the death but they do kiss and stuff. *spoilers* and in Catching Fire, they pretend to be in love in public and then they get engaged to convince people that they are in love and that Katniss holding out the berries was an act of love, not an act of rebellion.
