Yes, until he was eleven Harry Potter slept in the cupboard under the stairs. The Dursley's owned a four bedroom house, one master bedroom, one room for Dudley, one room for Dudley's toys and a guest bedroom. His aunt and uncle let him move into Dudley's second bedroom after the letters from Hogwarts mentioned his cupboard.

It was a "cupboard under the stairs" but yes - I'd say it was basically just a closet.
