Johanna is not always naked in Catching Fire. She is naked on one part only. When she is first introduced, she strips down in the elevator, just to mess with Katniss. Since Katniss is so pure, she does not wish to look at naked people. Johanna was just making fun of her.

∙ 11y agoIn the book, yes. No one can know for sure if she will in the film, however. Although it is certain that the audience won't be able to see anything. I'm not sure whether or not this could be left out from the film, as the whole charade of the other victors messing with Katniss is, in some ways, a form of introducing each of their unique personalities.
