Although Petunia raised Harry in an unloving manner it can be said she does care for him. After all she took him in in the first place which she didn't need to do. She also provided him with enough to get by. When Harry was leaving and they knew they would never speak again she hesitated and almost says something.
It could be argued both ways. Personally I think she resented him because he reminded her of her sister who she was so jealous of. He also had the power she had wanted when she was younger. I think this got in the way of her loving him like an aunt, or mother, should do. But I think deep down she worried about him and cared.

∙ 12y agoPetunia sort of loves Harry, she just doesn't show it. Petunia was always jealous of her sister, she didn't actually hate her. Harry reminded her of her sister whom she missed.
When Harry was leaving Petunia tried to explain her jealousy but she didn't manage it. It's highly probable that she contacted him after the war and they remained in touch - even if it was only through Christmas cards.

∙ 12y agoPetunia and Lily were always very close as children. When Lily discovered she was a witch she made a new friend (Snape) and Petunia grew very jealous that Lily was different.
She pretended to hate Lily but she still loved her and only disliked her because Petunia couldn't get into Hogwarts (she wrote to Dumbledore asking if she could go).
Lily was upset that her sister 'hated her' and they grew apart, but they were still sisters and probably still loved each other deep down.
