She did in the Battle of the Labyrinth and in the beginning of the Last Olympian when they kissed. But then she became Oracle, and like the Hunters of Artemis she couldn't date any guys or how ever it was. So she pretty much dumped Percy, which was pretty funny as they never officially dated. They flirted a lot, though, which Annabeth didn't like.

∙ 11y agoPercy did have a small liking towards her and she had a crush on him, revealed by Hestia when they were at the hearth: "Let go of all your distractions" to Rachel. Her destiny was to become the oracle, so she couldn't love Percy. Percy's one and only is Annabeth, and they end up dating in the last book of the series. So yes, you could say she had a small crush on him. I deleted the first answer because it was completely innacurate. The answer below me was written by others.
Percy does in fact have feelings for Rachel, in the fourth and fifth book, he express that he has thought about them dating and how its nice to be around her because he can be him self and he doesn't have to hide. Rachel had strong feelings for Percy but didnt realize until near the end that she liked Percy because he lead her to the camp because it was her destiny to be an oracle.
* Also Percy and Annabeth never kissed in the sea of monsters, but they do end up "more than friends"

Rachel kisses Percy twice, at the beginning and at the end of the Last Olympian. Rachel becomes the Oracle and therefore, cannot date anyone, so it is very unlikely that Percy will ever kiss Rachel.
In the movie, however, it has not yet been confirmed what Percy and Rachel's relationship will be like in the movies that feature Rachel.
