No. It is not illegal, or even "bad parenting" for several kids to share the same room, and it's actually quite common. Many homes have two or three (or more) kids in the same bedroom. You also have to consider the fact that the mother is most likely doing the best she can afford for her children. Housing is very expensive, and raising kids is certainly not cheap either. So to try to use that to take the kids away from their mother would be a pretty cheap shot. Now, if the mother is neglectful, abusive, etc., then you will have something to work with. But having three kids in a two bedroom home is not grounds for taking away her children.
