You can get groudon or kyogre by getting lots of team points and you can get entei, raicou or sucuine by beating the tppc legend but beware he is ultra tough!

OK, there are two things that you need to know. 1. Raikou, Entei, and Suicune are not dogs. They are actually cats. Raikou is a tiger, Entei is a lion, and Suicune is a cheetah. 2. Pokemon TPPC is not an official Pokemon game. It is not legally registered by Nintendo. It is illegal to play those games. It is pirated, and should never be played.
How do you get Kyogre in ruby?
I don't know. But, In Pokemon Ruby... I think there's only groudon... Not kyogre. So no way to get kyogre in Ruby. But, I think If legendary pokemon can be trade. You should trade from your save on Pokemon Sapphire or Pokemon Emerald. Hope this help... ~AquaBlitz11

You can't :/ you can only get a Groudon on SS, You get the Kyogre on HG . Which if you get a kyogre from HG take it with your Groudon to Mr.Pokemon then you can catch Rayquaza :) i know that why i said without trading

Neither. They are both Masters of their element (Fire/Water). The level of their power depends soley upon which has been better trained. I've defeated Groudon with Kyogre and Kyogre with Groudon so I know from experience...

You can only get one of either kyogre & groudon in either game (HG: kyogre, SS: groudon) but you need either the red orb or the blue orb (HG: blue orb, SS: red orb) but i don't know to get either one.
