No.

He is ordered to kill Dumbledore by Voldemort. But when it comes time to do it, he hesitates. He is Not a killer.

Snape appears on the scene when Malfoy is hesitating to kill Dumbledore. Snape knows that the allies of Voldemort will kill Malfoy for not finishing following Voldemorts orders, if they realize he is hesitating. Following through on his umbreakable vow, Snape kills Dumbledore to protect Malfoy.

Dumbledore was dying anyhow, and knew this situation might occur, so he had already made Snape promise to do this should the situation occur. In fact, when Dumbledore says "Please" to Snape right before he dies, most people think he was begging for his life (like "Please don't kill me") when in actuality he meant "Please kill me to save Malfoy."
