You get the membership card with an action replay cheat. Action replay can be found on many different websites or you can get it in a GAME store (like i did) for £15. There is also supposed to be an event that happened in Japan where you could get the card but i think the event finished a while ago. you can get mystery gift in Jubilife city in the TV station. To access Mystery gift i think you need wi-fi but i wouldn't know seeing as i don't have wi-fi. Hope this helps :)
