Weepinbell is a grass/poison type Pokemon in the Pokemon games. It is the teenage form of Bellsprout (child) and Victreebel (adult). It resembles a yellow bell with a leaf on its two sides it uses as limbs, including to do one it's most well-known attacks, Razor Leaf. It's mouth would be the "bottom opening" of the bell and it has lips and a twig on the top of its skull.It evolves from Bellsprout at level 21 and into a Victreebel by use of a Leaf Stone.
you need to go to the tomb stone that says bewidrl and drag it to the pillar by the stone and rope then grapple the chandelier and swing it towards the bell once its swaying climb on top of the pillar and jump onto the rope and stone the chandelier will hit the bell and you'll figure it out from there

If you mean Wigglytuff, it will evolve from a Jigglypuff with a moon stone. And a Jigglypuff will evolve from an Igglybuff after it's happy. Use a sooth-bell if you have one.To recap:-Igglybuff ---> Happiness ---> Jigglypuff---> Moon Stone ---> Wigglytuff

weepin bell doesn't evolve at a certain level. you have to give it a leaf stone.
