There is a tool on the internet called A-Starter for the Game Boy Advance games. Beyond that, I don't know. WARNING: A-Starter does not remove the hardcoded check against hacked Mew and Jirachi.
you have to trade them from other Pokemon games

As Totodile is a Generation 3 starter Pokemon, it cannot be obtained directly in Pokemon Diamond. Instead, players have to transfer it via trades from previous generations of the Pokemon games.

"chikoruta" can only be obtained as a Starter Pokemon at the game's start or by cheating. I suggest the first one. If you want ALL the Starter Pokemon, you'll need two Pokemon games. Start a new game, obtain chikoruta, catch a second Pokemon, and trade the starter. Erase the game and do the same with Cyndaquil or Totodile. Now begin the last new game. Catch two Pokemon after receiving your final starter. Trade these for your other starters. Good news! You did all that WITHOUT cheating! (By the way; it's Chikor"i"ta)
yes they are game boy advance games
Ruby, Sapphire and Emerald.
How to Get TotodileTo get a Totodile in Pokemon Pearl you must have Pokemon Emerald on hand. I know it will be hard, but you have to obtain all 202 Pokemon in Emerald. Once you do, Professor Birch will call you on the Pokenav and tell you he wishes to see you. When you visit his lab, he will allow you to have one of the three Johto Starter Pokemon. Choose Totodile, put it in your PC, save the game, shut the game off, turn on Pokemon Pearl, go to Pal Park, and transfer Totodile over from Emerald. You can also cheat using the action replay.HOW TO GET TOTODILE no you do not need emerald you can use fire red or leaf green just see all 150 kanto Pokemon then go to pro. oak then he will give you a chickorita, totodile or Cyndaquil, then put the Pokemon you chose in you PC with 5 other Pokemon to migrate. or it will not migrate.....R u Serious? prof. oak does not give you those starters
