The creators never intended for Zuko and Katara's relationship to be anything more than friendship. The concept that Katara and Zuko have romantic feelings for each other is complete fandom. Katara loves Aang and Zuko loves Mai. That's the way it is.

In the beginning of the series Katara does not like zuko because he is attacking team avatar all the time. In the series two finale, however, Katara briefly becomes friends with him, only to be betrayed, which strengthens her dislike for him until they go on a mission to find the man who took her mother together and then they become friends.
