The Elite Four Are found after you make it through victory road. To beat them I would consider getting the three birds first, leveling them up to about Lv.60 or so. In order they are Lorelei (ice type), I can't remeber the next two's names, but they are rock and fighting, and then ghost/poison. Then there's Lance, the Dragon trainer. Afetr him it's your rival, who I named Gary.
