The mockingjay on the front of the book it shows a sign that you're protected, its a sign of safety and love, it explains it more in catching fire, but its showing a sign!

The mockingjay is a cross breed between naturally occuring mockingbirds and an artificially created species called "jabberjays". Jabberjays were genetically engineered to be able to remember human conversations and repeat them back verbatim with human voices. They were used to spy on rebels who opposed Capitol (the authoritarian government of Panem). When the rebels figured this out, they fed lies to the jabberjays, and they were abandoned by the Capitol and left in the wilderness to die. Because the jabberjays were bred to be male, it was thought that they would die off in the wild, however, when released they bred with female mockingbirds and created the species "mockingjay". Capitol did not desire these birds to come out the way they did, therefore it is a symbol of rebellion, due to its undesirable effect. The protagonist Katniss becomes the embodiment of the mockingjay - a rebel that Capitol intended to control but who came out much different than planned.
