Beat the elite four. Get the national dex. I think you either have to get charmander or bulbasaur as a starter. Walk in the tall grass and soon you will find suicune. It is a roaming Pokemon though so you will need a Pokemon like woboffet with shadow tag or fearow or rattata with areana trap. It will be at level 50. You can catch wobboffet in cerulean cave where you catch mewtwo.
