How can you cought CelebiDeoxysHo-oh and Lukia in FireRed version?

without hacks, there are 2 ways to catch deoxys and celebi on fire red or leaf green:
a Nintendo Pokémon event where they are giving attendants access to these Pokemon, in which case you gain acces to a soecial area, and then have to battle the Pokemon in question.
if you have a friend that did step 1, they can give you access via mystery gift
Ho-oh and lugia can be caught in the same ways that celebi and deoxys can be, and also have their own way.
(SPOILER ALERT!)
in Pokémon Colliseum (NGC), if you have caught and purified all the shadow Pokemon, and then do the Mt. Battle 100 challenge (must do from start to end, from outside the story), Ho-oh will either join your party, or enter your PC (if your party is full), which can then be transferred over to ruby, sapphire, emerald, fire red, or leaf green. Lugia can be obtained by snagging it in Pokemon XD: Gale of Darkness (GCN again), but must be purified by being put into a complete purify chamber (for this, id recommend purifying oters as you go along the story). Lugia can then also be transferred to the same games.
