There is no program on Pokemon Beach (That I'm aware of) that allows you create custom pokemon. However you are free to "sprite" your own (draw your own) and share them on the Pokebeach Forums.
What people draw is based on personal preference.
I what like drawing anything, get yourself some references and a pencil and paper, and don't post anything to DeviantArt until your art is recognizable as the character. I have noo idea what a liepard-pokemon is though, don't even know of any pokemon that look like leopards.
Really, most art for the games and such is done by one artist, Ken Sugimori. He also does art for the TCG, but I don't believe all of it. If there are any openings for Pokemon art, they'd most likely be for the TCG.

You have to use your stylus and draw circles around the pokemon, after you draw the first one a number will appear above it and that is the number of times you must circle it in order to win. Note: if you draw a circle and it touches the pokemon, you will have to start over and you will lose health.
