It all depends on your starter: squirtle=raiku, charmander=suicune, bulbasaur=entei. Beat the elite four to catch one; it will appear in the wild at any time in the kanto region, so be prepared to cath it, for example: use max repel so no other Pokemon appears, ithave a wobbuffet lv 58 so it doesn't escape, and if you have the master ball, use it with it.

∙ 11y agoIn Pokémon FireRed, 1 out of Raikou, Entei or Suicune will roam around the region once you beat the Elite 4. If your Starter was Squirtle then Raikou will be the roaming choice, if Bulbasaur was the Chosen Starter then Entei will be the roaming option and if Charmander was the Chosen Starter then Suicune will be the roaming option. The 2 that aren't roaming, the only way to get them in FireRed is to trade for them.

It depends on your starter pokemon, after you beat the elite four, you can randomly meet one of the legendary dogs in the wild and it depends on what type of pokemon did you chose from the start and its weakness.
Bulbasaur= Entei
Charmander= Suicune
Squirtle= Raikou.

∙ 12y agoyou need to go to the burnt tower in ecruteek city. and you will see the Pokemon but you need to beat your rival then when you go to the bottom they escape but suicune feels like he will like you.

∙ 11y agoThe only way is through migrating the three pokemon stated in the question via the relocator/lab transfer service available to use via Nintendo DS Wireless communications. Action replay is a not a good method because the pokemon sometimes won't be able to be traded because of reasons like specific methods of being obtained (example - Keldeo which is to be released in the UK very soon.)
