Here it is:

Go to your Wi-Fi settings and go to auto obtain DNS, turn it off and then go to Primary DNS and press Edit. Now you put the code in.
Go to the GTS like normal, go in and then Eevee will be traded straight to your DS. After you receive it, you can get as many as you want,
NOTE:
You must erase all of this information when you are finished or else you will not be able to access the GTS anymore.
