How can you get in to harbor inn you have beaten the elite 4 and you have the national dex plus the member card but its still locked?

You have to either go to an event or cheat. If you used an action replay or something to just give yourself the item, it won't work. (Though you could use an AR to actually activate the event and it would work.)
