First, you have to get past all things to wake Groudon. After that, go to Sootopolis and go inside the Cave of Origin. Inside there, you will find HM07 after you go through the second ladder. You will a see a pokeball and you won't miss it because to get to the next ladder you need to go past the pokeball. Don't forget flash in the cave of orgin.
