However, since there are many Cubone Pokemon and not just one, I suspect that the issue is a larger one than just one mom.
My personal theory is that Cubone females are unable to give birth without seriously damaging themselves, and so choosing to have a child means the ultimate self-sacrifice for the mother. This also means that the next generation always feels the shadow of their mother's sacrifice... which is probably why they wear their mother's skulls and mourn for them so consistently.
