Because they were taking taxes from the people of England most people would end up poor or in most cases unemployed. There were many different types of beggars and some or most of them would hurt themselves on purpose to get your money, or steal in some cases.

To be honest just go look it up on Google, i'm only 13 and i don't know much so there is that answer booooooom! ;P

Elizabeth was a fair queen, unlike most English monarchs that ruled in the sixteenth century. to help the poor, Elizabeth raised the taxed, but only on the rich to give money to the poor to buy food and clothes for them self and she also made work houses for the poor people to live in and to work from. in this era, poor people were extremely poor and lived on the streets and didn't eat for days.
