How did the author make Effie trinket a dislikeable person in the hunger games?

If you look at Effie in the first book, she is your perfect example of an ordinary Capitolized woman. Each year at the reaping she remains 'manically upbeat' and doesn't care about how the children die in the arena. Effie views it as entertainment. She doesn't exactly care about the suffering in the districts, only about the fashions and parties in the Capitol. But then, one could argue that that was how she was brought up, and thats how everyone in the capitol is. Basically, she can be dislikeable for her lack of concern for the people in the districts who suffer every day.
