Seneca does it to make the Games more interesting to the audience, which is all that matters to him. Since Peeta loved Katniss, the audience was excited that they would get a chance to stay together. When Seneca switch the rules back afterwards it was agonizingly exciting for the audience to see Katniss and Peeta do some wonderful act of love (although what they did was certainly not what they expected). So the only reason for the rule change was to switch up the Games a little, for the audience's enjoyment.
Katniss looses her hearing and Cato kills the boy from 3. Rue is killed by the boy from district 1who is then killed by Katniss. Katniss covers rues body with wild flowers. they change the rules to 2 can survive if they are from the same district.

(Note, if you have not read this book and do not want to spoil some, do not read on) The rule that changes is that only one tribute can win. It is changed for the 74th Hunger Games, the games Katniss is in The Hunger Games, to 2 tributes being allowed to win. It gets changed back to only one tribute, but in the very end two tributes are allowed to win.
