In order to migrate, you must first have the National Dex so that Pal park is finished being built. Pal park is located on route 221 which is just a short distance from Sandgem town. Surf South and then walk East.
Now for the actual migrating. You need to have an original Nintendo DS or a DS Lite. First, insert the game from which you want to migrate into the GBA slot. Next, start up Pokemon Platinum and get to the file select screen. If you look two options down, it says Migrate From (whichever game you have inserted). However, you can not migrate Pokemon that are in the party of the GBA game nor can you migrate Pokemon that know any HM moves. Last, simply select the six Pokemon that you wish to migrate from the boxes.

∙ 8y agoYou can use the application called Pokemon Bank from the eShop, which can be purchased for 5$ annually. Insert your Omega Ruby into the 3DS and launch Pokemon Bank. It may show a greeting, then take you to the Pokemon bank, where you can store your Pokemon in the servers. After you're done storing your Pokemon, save then exit. Once you are disconnected, switch Omega Ruby with Alpha Sapphire and launch the Pokemon Bank again. You can take out the Pokemon that are stored in the servers onto your game. Hit save and exit once you are done.
This method requires many "throw-away" Pokemon and two 3DS systems. Add each of the FCs into the 3DS and launch the games. Once you are in the games, tap on the PPS and connect to the internet. It may take a little while depending on your internet connection. Your Alpha Sapphire/Omega Ruby character should appear in the friends list and tap on the character, then trade. From there, it's rather simple to trade between Pokemon.
Warning: Using the PokeBank will bag any items to your character if the Pokemon are holding them. If you want to keep these items, you will need to do the second method.

Do so, then open Poke Transporter and select the box(es) that you want to transfer to Pokemon Bank. Then, open Pokemon Bank and put the Pokemon from the Transport Box into one of your Omega Ruby boxes.
