You can find them in lostlorn forest and pinwheel forest or if you pick snivy as a starter go to the dreamyard and a person will tell if you want one if none of this works then trade from someone or wifi

∙ 11y agoyou have to choose snivy as your starter Pokemon and then go to the dream yard.Talk to the girl at the very end of the path and she will see that you chose snivy and give you her panpour to help you.
Failing that try putting a Pokemon up for trade on the GTS Actully you can go to Pinwheel forest or Lostlorn Forest u can get pansage panear or panpour their hope I helped u can check ur pokedex (white version)

∙ 13y agoIf you picked Snivy as your starter(and must be Snivy) go to striaton city and go into the dreamyard. Keep going right until you see a girl in the bottom right corner of the dreamyard. If you picked Snivy she will offer you a panpour(Also if you picked Oshawott she will give you pansear, and if you picked Tepig she will give you pansage).Also you can find panpour inside pinwheel forrest, walk around in one area until you see one of the tall pieces of grass shake, look in there you could either find a panpour, pansear, pansage, Audino or Whimsicott(Iv'e been looking in their for a long time and still can't find panpour and have found all the other ones hope you have better luck than I do.....ooh! an item)
