You can't.

You can't,but every Wednesday, the Pokemon music channel plays "Hoen sounds"

On other days, it plays 'Sinnoh Sounds', and one other, which I can't remember.

When you play 'Hoen Sounds', and you are a place where pokemon can be caught (everywhere except pokemon you catch while Surfing or fishing), and the pokemon you catch should be from Hoen

For an example, I caught an Absol in Union Cave fromm playing "Hoen sounds" on my radio,on a Wednesday.

You can also get a Hoen Starter Pokemon from a man in Silph Co. Office building in Saffron city once you;ve defeated Red on Mt. Silver.

I Don't Think ou Can Go To Hoenn In Heart Gold Or Soul Silver But Profeser Oak Will Give You Treecko, Torchic, Or Mudkip After You Beat Pokemon Trainer Red Then Go To Silp. Co In Safferon To Talk To Steven Stone He Will Ask You What Color Of Orb You Would Like.

Green=Treecko

Red=Torchic

Blue=Mudkip
