You get this berry by going to the berry master's house (exit hearthome to the west, at right at the start of the route, go up. there's his house.) every day until you get one, or by going for a stroll in Amity Square (in Hearthome. this method also works for all the other berries). once you get the berry, plant it. i would use growth mulch (bought at the berry masters house) to speed up the time it takes to grow. if you plan on evolving a Feebas, i would use these methods to get a Wiki berry, too. it gives lots of beauty, also. then just level once up when you get the max beauty, and whee! it'll evolve into a Milotic. You can get Feebas by trading at the GTS (you need at least one gym badge to go there) and search for one/ put a Pokemon for offer, or going to Snowpoint city, going into Mt. Cornet, and fishing in the lake. You need a super rod to catch a Feebas. Get a super rod by defeating the Elite Four and Champion (i would get all 3 starter Pokemon and make them at LEAST level 52. there really powerful then. and make some other Pokemon that level too, so you have an evil team of destruction :) ), and talking to the fisherman at the fight area by the 1st exit (i don't know what it is by 1st exit. My Feebas are from trading...) . Note: Feebas are in 5 random squares in the underground lake.
