When you go into Cerulean Cave, go up to the water and surf. Follow the water up and to the left and keep going until you reach a staircase. Land, and walk past the ladder heading down, until you go down another set of stairs to a lower level. By-pass this ladder as well. Keep following the path until you reach yet another ladder. Ignore this one as well and continue on until you reach a ladder by a large wooden bridge. This is the ladder you want. Follow the maze by going to the left at the top of the ladder, then up, and then right. Follow the path until you reach a "crater" and take this ladder back down. You will see another ladder down here, and you want to take it. Now you should be in the basement of the cave. If you didn't bring a Pokemon with rock climb, don't worry. You don't need it. Follow the path up, right, and down to the water. Surf to the right, keeping to the top. Land, and follow the path around to another body of water. Surf on this and take the first opening to the right. Land and go up to find Mewtwo, level 70.
