The BBC do not hold open auditions for main stream productions such as Doctor Who unfortunately. It would be nice for them to do so because I would love to be on the show, however BBC cast through agencies. If you are a UK-based actor, you can inquire via your agent to see if there are roles available in upcoming episodes, but if you're just someone off the street - or are not based in the UK - you're pretty much out of luck. There's always the chance of an extras casting call if the show films outside the UK, such as when it filmed in Utah and New York, but these are rare events.
