First you have to go to the Outskirt Stand and beat Rider Willie. Than go back in to find a professor who gives you a shadow togipi for you to purify. Than you have to go to the Sangum Hideout and beat Gonzap. Go back to the triangle place and battle Zook again. Than go to the guards and Gonzap will come and sleep powder the guards allowing you to get inside.
