i beat him by leveling up my Pokemon to level sixty then i had an electric type Pokemon don't attack him at all just have fifty revives and fifty hyper potions then when his heath is yellow use an attack. the hail takes their health down gradually so the only Pokemon he has that u actually have to attack is lapras hope it helped

well what i did was i gathered my strongest Pokemon witch were a starapter LV100 an empoleonLV89 and an azelf LV98 so try to level up and try it again and if you saved before him don't turn your DS/DSI off you can its easy to level up on him so keep going for it instead of givin up.
