Hi there :D i have a eevee and a pikachu is easy to beat a legendary Pokemon all you need is many sleep seed, stun seed, X-eye seed because orbs don't work on legendary Pokemon but dialga will still get sleep status and stun and blind if you throw seed on him :D

first, make sure pikachu knows agility (i think you can still go back to town at the temporal tower... or not... ). Eevee should know any moves that it really feels like it. When battling dialga, start by using agility 4 times for pikachu, and then use discharge (yes, it can still attack after using agility 4 tiems, but it cant if you try to use it 5 times). After you do that, pikachu should have brike break or dig. Move towards dialga and use those moves. Make sure that you have atleast 4 reviver seeds before attmepting this because dialga usually uses roar of time if you attack from a distance.
