A good strategy to beating any Miltank is to use Fighting-type attacks because normal-types such as Miltank are very weak to Fighting-type attacks however you could also use a Ghost-type Pokémon because most of Miltank's normal-type moves won't do anything to a Ghost-type without the use of the Scrappy ability or the Foresight move.
