To get to blizzard island you must talk to Mr. Mime ( he can be found next to the kecleon shop ) after that the blizzard island should be unlocked than you have to battle through about 20 floors and than you will have to face Frosslac but she is pretty easy if you have a good fire Pokemon like me ( i have a level 75 torchic ) when you beat her Scizor will be saved and he will give you hte secret rank!!!!!!!!!!! good luck
