My suggestion is to get the TM False Swipe, which you can obtain from Professor Juniper after you've seen at least 30 Pokemon in your pokedex. Although I would not suggest bringing its health all the way down to 1, as the sandstorm may kill it. Also bring a Munna, which can learn the move Yawn, which puts Pokemon to sleep, which is extremely helpful in catching wild Pokemon. It helped me catch Victini. So good luck!
