in the soulsilver version:. s here's what you do:
go into the radio tower and there the team rocket grunt standing in from on the stairs. you go out of the radio tower and go to the underground enterences
go down there theres a team rocket grunt he give u a costume but remember HE DOESNT WANT TO FIGHT YOU! after that go back up to the radio tower go to the team rocket grunt he lets you up but the red haired kid comes what ever hes name is in my case hes Micheal in my game. you i think fight him after you win or lose in my case i won! go up the staires batte ALL of the team rokets grunt and the you get the card key + you have to battlel preal ( i think that's his name) he'll tell you wheres the diecro is go there inset the key and battle all the of the team rocket includeing the exturtives. youll find out. im missing something ain't it? wel. that's the best i can help ya..

Team Rocket is not over yet after you beat them at Mahogangy City. After you beat them, you have to go to the radio tower at GoldenRod City. Then the dude will let you pass.
